The challenges facing cities today are increasing. Populations are increasing rapidly, climate change is associated with more freak weather conditions, globalization is increasing economic uncertainty and employment options and technology is disrupting our ways of living and working. Major change is required in community life to ensure that we minimize the threats to our safety and quality of life and that we maximize the opportunities.

In such a political environment, where both raising revenue and cutting services are unpopular, how do we gain community support for the both the scale and rate of the change required for cities to succeed?

Speaker: Dr. Kathy Alexander, Board Director and Consultant and former CEO City of Melbourne

Kathy is experienced in leading change, both in large and complex organisations and within smaller community organisations and businesses. As Chief Executive Officer (CEO) in capital city local government, at major teaching hospitals and community health services, she has built a national reputation for embedding stakeholder engagement and community participation in complex and politically sensitive environments, and for initiating improvements in finances and productivity. Kathy has provided consultancy services in governance, strategic planning, change management and service improvement in the public and private sectors.

As CEO of the City of Melbourne, Kathy led an organisation comprising more than 25 businesses and 1300 staff with an annual operating budget of more than $365 million, and a capital works program of almost $100million. Kathy ensured the effective operation of a dynamic 24-hour city that consistently rated at the top of international surveys on liveability. Kathy also represented the Council as the sole shareholder of the City of Melbourne's two large for profit subsidiary companies, Citywide and the Queen Victoria Market.

As CEO of Women's & Children's Health, which governed the Royal Children's Hospital (RCH) and The Royal Women's Hospital (RWH) in Melbourne, she led a financial recovery program that saw a $15m productivity gain over four years.

Complex projects are now the new normal.  They are big ($500 million plus and over $6 trillion globally).  They have many dependencies, relationships and stakeholders creating a spider web of linkages.  They are generally late.  Often very late. And well over budget. (McKinsey - 98 % of projects incur cost overruns or delays).

Project execution and schedule attainment is a key risk that needs to be managed.  It is often overlooked, poorly understood and managed. 

The current suite of infrastructure projects in Sydney are a series of complex projects.  The political will behind these projects are supported by a business case.  If a project is late then the business case and expected financial returns are at risk.  This in turn may affect future whether future infrastructure plans are developed. 

A construction industry heuristic or rule of thumb is that if a project finishes on time, then it has a 90% chance of it being profitable. 

The traditional schedule method in project is critical path method (CPM).  It has significant limitations in execution phase.   A new method named critical chain project management (CCPM) has been developed to better manage project uncertainty and complexity.  CCPM has been proven to reduce the schedule risk by bring projects in on time more often, typically 90%.

In this forum your will hear how the CPM & CCPM methods compares.  We will discuss the perils of multi-tasking plus explore the risk mitigations tools such as the fever chart.  We will also discuss a number of case studies of complex projects in the infrastructure, building and defence industries. 

In summary, CCPM takes the noise out of project execution.  A better way to prioritise work and actions to keep on track.
